Neon Quarters is a small, hand picked collection of browser games, all HTML5 right now and all playable instantly, with no installs, no accounts, and no sign up wall. Flash-era classics revived through Ruffle are part of the plan, not the catalog yet — see why none have made the cut.

Every game is used under an open license (CC0, MIT, or an equivalent permissive license) with the original creator credited on its play page. See Game Licenses & Credits for the full list.

A lot of free game sites you'll find are built by scraping ROM dumps, unlicensed Flash swfs, or someone else's copyrighted assets, and calling it a games library. We don't do that. Every single game here was picked because its actual source repository, not a third party listing site's claim about it, carries a real, checkable open license, and we read the repository directly rather than trusting a badge. That process has meant turning games away: a memory matching game with genuinely open code but ripped Nintendo sprites, a rhythm game built around a commercially released anime song with no clearance to use it, a checkers variant whose king piece was a meme image of disputed authorship. All three either got reworked or dropped entirely rather than published with a shrug.

None of this is a large operation. It's one person maintaining a small, growing catalog by hand, adding games when one turns up worth adding rather than on any kind of schedule, and writing up the actual reasoning in the blog when a licensing call is worth explaining rather than just quietly making it.
